The INPROCAP project aims to establish a long-term sustainable advisory platform for innovation procurement within the Big Science innovation ecosystem.
INPROCAP will embed specialized advisory services on innovation procurement amongst the national Industrial Liaison Officers (ILOs) who collaborate with prominent Big Science Organisation (BSOs), such as e.g. CERN and EuXFEL.
BSOs are at the forefront of innovation and technological advancements in energy, health, materials science, environmental research, and information technology
Objective The primary objective of INPROCAP is to enhance and standardize the innovation procurement capabilities of ILOs, enabling them to effectively engage with innovative companies, including SMEs and startups, across Europe. By integrating innovation procurement knowledge into the ILO function, the project builds upon the current tasks of ILOs, which involve assisting companies from their respective countries in securing contracts with BSOs and providing feedback on procurement processes. Through INPROCAP, ILOs will be equipped with a comprehensive toolbox and knowledge base on innovative procurement, allowing them to leverage their deep technical expertise and market insights to further boost innovation and actively involve SMEs and innovators in national and international ecosystems.
Mission INPROCAP’s mission is to create a cohesive and sustainable platform for innovation procurement, deeply rooted in the ILO network. By leveraging this network, INPROCAP aims to engage a broader range of innovative companies across Europe, connecting them with the procurement needs of BSOs such as CERN, European XFEL, European Spallation Source (ESS), EISCAT, and Fusion for Energy (F4E/ITER). The project will involve comprehensive training and co-creation initiatives with SMEs like PEDAL Consulting, ensuring that ILOs are fully prepared to support BSOs in defining and pursuing their innovation procurement needs.
To ensure broad and effective outreach, INPROCAP will organize its activities through four geographical hubs, each represented by an ILO partner responsible for sustainable dissemination and communication within their region. These hubs will host local events designed to involve the SME community and ensure that all relevant stakeholders are engaged throughout the project.
Impact By developing a sustainable advisory platform and embedding innovation procurement capabilities within the ILO network, INPROCAP aims to stimulate innovation across the Big Science sector. This initiative will not only enhance the quality and efficiency of public services but also boost the global competitiveness of European industries. Moreover, the project seeks to generate best practices and experiences that can be transferred to other public procurement sectors, broadening the scope and effectiveness of innovation procurement across Europe.
